Several complexities of the eCB system may impact upon the potential of CBD and other CB1R-activating agents to serve as anxiolytic drugs. In addition to dose-dependent activation of TRPV1 channels, the anxiogenic versus anxiolytic balance of CB1R agonists also depends on dynamic factors, including environmental stressors [33, 49].
Tolerance: It is possible that someone who uses CBD oil often could become tolerant to its effects. This is because no drug is capable of bypassing the endogenous homeostatic mechanisms of the human body.  If something were capable of doing so, people could remain on an anxiolytic and/or antidepressant for an indefinite period of time without any decreased efficacy.  Unfortunately, it is likely that if used too frequently, tolerance will ensue and an individual will require greater doses to maintain a therapeutically anxiolytic effect.

Neurologists are skilled at predicting side effects and interactions between well-researched pharmaceuticals. But due to the dearth of reliable research about CBD, doctors like Hernandez and Knupp cannot guide their patients in its use. Various strains of "medical marijuana" are found to have a significant variation in the ratios of CBD-to-THC, and are known to contain other non-psychotropic cannabinoids.[58] Any psychoactive marijuana, regardless of its CBD content, is derived from the flower (or bud) of the genus Cannabis. Non-psychoactive hemp (also commonly-termed industrial hemp), regardless of its CBD content, is any part of the cannabis plant, whether growing or not, containing a ∆-9 tetrahydrocannabinol concentration of no more than three-tenths of one percent (0.3%) on a dry weight basis.[59] Certain standards are required for legal growing, cultivating and producing the hemp plant. The Colorado Industrial Hemp Program registers growers of industrial hemp and samples crops to verify that the THC concentration does not exceed 0.3% on a dry weight basis.[59]
So it would seem that intermittent use of cannabis may be a helpful sleep aid, but heavy cannabis users who take higher levels of THC than is found in industrial hemp can actually be subversive for sleep.
